Health Ministry drafts new white paper on aging society

The Health Ministry is drafting a new edition of the “white paper on aging society,” integrating super-aged countermeasures from various ministries to serve as the government’s blueprint for aging policies. 

As life expectancy rises, Taiwan’s elderly population is growing rapidly, exceeding 20% of the total by the end of 2025, and entering super-aged status. The ministry revised the “white paper on aging society” in 2021 as a policy blueprint and launched the “countermeasures for a super-aging society (2023-2026)” by coordinating ministries. 

Director of Social and Family Affairs Administration, Ministry of Health, Yu Yi-chun (尤詒君) said that they were now preparing a new white paper. She emphasized that they were working hard to incorporate, step by step and segment by segment, all the challenges of the current super-aged society, and to help every ministry recognize it as a shared problem requiring collective action.

Yu noted that aging affects all of society, and the white paper includes nearly all ministries. Efforts cover economic security for low- and middle-income seniors, community care points for social connections, Long-Term Care 3.0 rollout, health promotion via National Health Insurance to shorten unhealthy life expectancy, and hospice care promotion to reduce unnecessary treatment.

The new white paper’s timeframe remains undecided, depending on societal dynamics and plans.
