Taiwan’s Representative to Poland Jeff Liu (劉永健) says Taiwan is committed to helping Ukraine establish a non-red supply chain. That came in a pre-recorded speech at the Taiwan Session of this year’s Lviv Media Forum in Ukraine on Thursday, May 14.

Liu outlined three pillars of Taiwan’s “integrated diplomacy” towards Ukraine: values-based diplomacy, alliance diplomacy, and economic diplomacy.

Under the shared belief in the values of freedom and democracy, Taiwanese civil society organized supply collections and managed to ship 27 tons of humanitarian aid within just four days after Russia’s invasion of Ukraine in February 2022. Moreover, the Taiwanese government’s aid to Ukraine has exceeded US$150 million to date.

Liu noted that Taiwan deeply understands the importance of information transparency during wartime, so it donated US$500,000 to Reporters Without Borders (RSF) to establish a Press Freedom Center in Lviv and co-sponsored this year’s Lviv Media Forum. He also highlighted two Taiwanese volunteer fighters who sacrificed their lives fighting in Ukraine and said they fought upholding the belief that Ukraine’s freedom is Taiwan’s freedom.

On the topic of alliance diplomacy, Liu said that Taiwan has not only established close partnerships with local governments in Kyiv, Lviv, Vinnytsia, and Mykolaiv, as well as Ukrainian NGOs, but has also worked closely with Ukraine’s neighbors, such as Poland, Czechia, and Lithuania, and international organizations like the European Bank for Reconstruction and Development. The results of these collaborations can be seen in the recent delivery of 68 ambulances and emergency vehicles delivered to Lviv, Kharkiv, and Kupiansk. Liu noted that this demonstrates that when democratic nations stand united, they can form a resilient force, ensuring no one is left isolated and without support.

Finally, Liu said that economic diplomacy is an ongoing process that represents Taiwan’s firm commitment to Ukraine’s long-term reconstruction and economic development. Taiwan is dedicated to becoming a key partner in that process, particularly in establishing “non-red” supply chains, which will help safeguard Ukraine from economic coercion from authoritarian states. He added that Taiwanese telecommunications experts are already collaborating with the city of Bucha, and the country will contribute its technological capabilities to Ukraine’s post-war recovery.

Among attendees of the forum were Radio Taiwan International Chairwoman Cheryl Lai (賴秀如) and former Presidential Office Spokeswoman Kolas Yotaka.
