Taiwan makes banking for foreigners ‘friendlier’ through pilot program

Taiwan’s National Development Council (NDC) launched a pilot program aimed at making it easier for foreign professionals to access financial services on Thursday. The program addresses longstanding complaints of difficulties opening bank accounts and obtaining credit cards.

The initiative designates six partner “one-stop service” banks operating through 17 branches across Taipei, Taoyuan, Hsinchu, Taichung, Tainan, and Kaohsiung, including CTBC Bank, E.SUN Bank, Taipei Fubon Bank, Taishin International Bank, Mega International Commercial Bank, and First Commercial Bank.

According to the NDC, international professionals in Taiwan have frequently reported challenges such as difficulties opening bank accounts, high thresholds for credit card applications, and lengthy remittance procedures. They noted that some applicants have been required to provide a Taiwanese guarantor when applying for a credit card.

Speaking at a launch ceremony for the program, NDC Deputy Minister Jan Fang-guan (詹方冠) said authorities hope the model can be adopted throughout Taiwan’s banking sector.

Jan said, “Besides individuals, we also hope that when many startups come to Taiwan, they will receive the same high-quality service when opening company accounts. We will continue our efforts.” He continued, “Today, I am very pleased that this is just the beginning. I think if our policy is truly successful, there will be no need for a pilot bank in the future, because all banks will be able to provide good, friendly services to foreigners.”

The program includes three main measures: relaxing requirements for Taiwanese guarantors in credit card applications, offering online appointment systems to better understand applicants’ needs, and providing assistance through specially trained staff.

The NDC said it will continue working with other government agencies on initiatives including educational programs for children of overseas recruits and housing rental services as part of efforts to create a more welcoming environment for international talent in Taiwan.
