Ukraine and Taiwan signed a Memorandum of Understanding (MOU) and a donation agreement on Monday, July 6, to initiate the second phase of a project to assist Ukrainian youth in enhancing their digital skills. This MOU reaffirms Taiwan’s continued support for Ukraine with concrete actions, demonstrating its role as a steadfast partner. 

Representative to Poland Jeff Liu (劉永健) attended the signing ceremony via video conference. The project, titled the Leave No One Behind Partnership (LNBP), invests resources to help Ukrainian youth cultivate key talents such as digital literacy, innovation, and leadership. It aims to increase the information literacy of the next generation in Ukraine. 

Since the start of the Russia-Ukraine war, many children and teenagers have faced disruptions in their education. From 2024 to 2025, the Taipei Representative Office in Poland, along with the Ukrainian NGO All-Ukrainian Forum of Democracy (DEMFORUM), and the Ukrainian Catholic University, first launched the LNBP project. This initiative provided over 1,200 laptops from Taiwan and offered programming and robotics training for teachers, benefiting more than 65,000 students in 96 schools.

Liu praised the project's achievements and thanked Ukrainian partners for their commitment, highlighting Taiwan's dedication to ensuring that no child is left behind in their education during the conflict. Key attendees at the ceremony included Ukrainian People’s Deputy and DEMFORUM founder Mykola Kniazhytskyi, as well as Iryna Gandziuk and Ulyana Pak from DEMFORUM.
