The 2026 Urban Resilience Exercise will be conducted in Taiwan on Thursday, August 13. The National Communications Commission (NCC) reminds the public to prepare for mobile internet disruptions ahead of the drill.

The exercise will last from 2:30 p.m. to 3:00 p.m. in Taipei City, New Taipei City, Taoyuan City, Hsinchu City, Hsinchu County, and Yilan County. Vehicle and pedestrian traffic controls will be in effect during that time, although public transportation will continue to operate and highways will remain open.

During the exercise, mobile network speeds will be throttled to 256 kbit/s, simulating a scenario in which communication is constrained due to a major disaster or wartime conditions. The NCC reminds the public to prepare for offline scenarios in advance, for example by taking screenshots of electronic tickets or obtaining paper copies. Emergency numbers, voice calls, text messaging, and disaster alerts will function normally. Fixed-line internet services will not be affected.

The NCC says that if a phone cannot connect to the internet after the drill concludes, users can try toggling airplane mode on and off or restarting the device to restore the connection.
