The Sports Ministry revised the Cross-Strait Sports Exchange Regulations Monday, September 14, explicitly prohibiting Taiwanese citizens from representing China in international competitions.

This is the fifth revision to the regulations since they were established in 1988 by the former Legislative Sports Council. The newest edition reflects the restructuring of the sports management system, with the biggest change being an additional article.

Article 7 now explicitly forbids Taiwanese citizens from representing China in international competitions. The ministry said doing so would violate Article 33 of the Cross Strait Act, which pertains to national identity and joining certain groups, such as those with political intent in China. This new addition is meant to clearly define the limits for cross-strait sports exchange in policy.

Exchanges to China, especially educational groups, have faced increased scrutiny since July, following a Control Yuan investigation which found a striking imbalance in cross-strait exchanges targeting school groups.

Additionally, China has recently sent invitations to Taiwanese schools and groups offering fully funded trips and other incentives to encourage more visits. The Sports Ministry reminded those who receive invitations to be aware of possible risks and carry out due diligence by reviewing the organizer's background, itinerary, and promotional materials. They also urged invitees to refrain from participating in events with a pro-unification message, national events in China, and to never join the Chinese national team as athletes.

The Sports Ministry reiterated that all who engage in cross-strait exchanges, whether public or private organizations and even individuals, should follow the guidelines of equality, dignity, and mutual respect – seeking to create positive interactions in a professional capacity.
