WATCH: Experts weigh in on whether Hualien floods were avoidable
Flooding caused by Super Typhoon Ragasa devastated Guangfu, Hualien this week and led to 14 casualties. Taiwanese authorities now say they began monitoring the Matai’an River Barrier lake, the culprit of the flooding, following Tropical Storm Wipha in July this year.

Despite Taiwanese authorities monitoring the Matai’an River barrier lake since July and being aware of mud and rock blockages in the river, flooding caused by Super Typhoon Ragasa this week led to widespread damage in Guangfu, Hualien, and 14 casualties. Experts are now weighing in on whether or not the Hualien floods were avoidable.
Photos from National Cheng Kung University’s Disaster Prevention Education Center and the Forestry and Nature Conservation Agency (FANCA) show high water levels from August 6 to 15 this year. At the time, FANCA estimated that flooding could occur around mid-October with no risk of a levee breach should there be no abnormal rainfall.
